"They shall rebuild the old ruins, they shall raise up the former desolations" has multiple applications including the first return under Ezra and Nehemiah, the re-establishment of Israel in 1948, and also the future new Jerusalem. For us it could be a rallying cry for revival after two generations of social and spiritual decline.
